Does it fall over as well? If it does it may point to the GPO, if it installs fully it may point to the staff security levels. Would it be anything to do with the security of the user on the local computer? Not sure if it would try to install the software with the, presumably, standard user security that the staff have compared to the ‘System’ account. And the organization policy is to make all application per user installed. My users move between computers all the time.
